I agree 100 % with your response. You are right to point out that this
Service does not take in money for its services and has no reason to fear
loss of "customers" by not being metric only.
And as so many American web sites point out they don't use metric because
the web site is directed to the US audience. By the same token if the
primary target audience is Canadian, then metric is all that an visitor
should encounter.

No. They obey the Canadian laws since they are on Canadian soil like the US
ones are on US properties.
