What encouragement?  What has the government ever done to "encourage" the
population to go metric.  Apparently the government does not know the
meaning of the word encourage. Everything so far was done half-ass, behind
closed doors in secret.  There was never a massive public ad campaign.  The
public is told mouth to ear that the metric system is simpler and better,
but no one has ever shown them how.

You don't encourage by sitting on your dead duffs and expect the people to
wake up one morning and if by magic say: " Oh...I think I'm going to start
using the metric system today.  I think the government wants me to, and I'm
going to be a good citizen and comply."  Yeah, right!!!

Just out of curiosity, what is the governments idea of "encouragement"?
