Gene, I agree with you, but...  The "Joe Sixpacks" we're trying to persuade
are familiar with the term, "weights and measures."

This is a political battle, and in politics, *how* you say something is
(sadly) often more important than *what* you say.  In commercial
advertising, subtle differences in wording can make a big difference in
sales volume.  "Weights and measures" connotes something familiar and even
old-shoeish (which metric is, of course), whereas "units of measurement"
would come across as neutral or even cold to most people.
