Steve,
The "Division of Measurements Standards" in each State (or whatever is is
called in a particular State, located in the Department of Agriculture in
many States) may accept metric-only labeling of products which are not
included in the scope of the FPLA. Legislation to the contrary does not
exist in any State that I am aware of. No direct vote of citizens would
be necessary to allow metric-only labeling for products not under FPLA.
Jim Frysinger has posted at his Web Site the list of products not under
the FPLA. The list is derived from "Uniform Laws and Regulations in the
areas of legal metrology and engine fuel quality", NIST Handbook 130.
The latest edition is 2001.
