One distinguishes scalars from vectors by the number of quantities specified. A vector has magnitude and direction. A speed might be stated as equaling 50 km/h and so might the magnitude of a velocity. But the velocity will have an additional quantity, such as 090, to indicate direction. Torque magnitudes are given in newton meters but that says nothing about the direction of the vector.
