There are no lies in the article .... 
except the 3% finat that turned to be an error since it was 10% ...
... And the fact that the train ticket problem has been occurred also 
in Germany (Except that DB notified some days in advance of the 
possible problem)
About the responsabilities: I think that the ones to blame are those 
that decided the changeover on the last day of a month, after a 
long weekend. 
This joined the changeover business with the last-day-of-the-month 
ritual payments. Add the fact that in italy banks and post offices 
have been closed from 29 to 1 inclusive .
Had been done as in germany and other countries where banks 
were open on 1/1 just for change the change job would have not 
have interfered with normal workday jobs.
Also many banks did the changeover on the morning of 2/2 and so 
remained closed until 0930 (usually open at 0815) .
So many businesses was not able to get money for giving change 
before opening at 0830 to 0930 and so perpetuated old money 
circulation, sometimes reinjecting old money to people that was 
already euro-converted.
