2002-01-20 I don't think their ever was a written agreement, but when the issue of the delay was discussed on this listserver some 2 years ago, the TABD was given their 10 year delay on the condition that they work with the US federal government to amend the FPLA to allow metric only labels on products. I think it was more like a "gentleman's handshake".
It was one of those "deals" where the TABD had no intent on keeping their word and the EU knew they wouldn't but felt they will be powerful enough in 10 years to rub the TABD's noses in their own crap. Time will tell who comes out the winner, and I for one will put my Euros on the EU. Now, wouldn't it be nice if the TABD companies would end up in the same predicament as ENRON?
