True, Duncan.  One could also describe it as a "failure of elected
officials to lead" by persuading voters to accept international standards.

Agreed.  Those are necessary conditions, in my opinion.

Yes, for those of us subject to reports which are limited to the US.
I suppose reporting outside the US will almost be "guaranteed" in SI.
CNN might report in a mix of units, I anticipate, depending on the
attitudes of individual reporters.  International News (Canada) will
probably report in SI as they already do on most topics in general.
