In France, we now use SI units. This revolution was
brought by the americans desktop publishing software
who gives the user the choice of units (Pica, Cicero,
inches, etc.).
Twenty years ago, the use the Cidero point was
universal in France. It's no more the case.
We still have a few problems when we buy books from
the USA. As Americans don't use standard paper
dimensions (A1, A2, A4, etc.), we have to adapt the
lay out with an added cost of 15 to 20 %.
Nevertheless, we still use Imperial units to scan
pictures : dots per inch are the present standard.
