I drew this inference from your statement (in USMA: 18495):

'We have a well-established mongrel system; it is the measurement of time.
That was so well established world-wide that the metric fathers did not
dare to touch it.'

You are quite right � you did not imply that CGPM was confused. Your
statement was that they 'did not dare to touch it.'

However, I still feel that this suggests that CGPM does not have a goal for
a universal coherent system of units. They, too, are influenced by:

.   historical considerations
.   special pleading by scientific groups
.   arguments about safety by medical groups
.   direct political pressure at the whim of powerful politicians
