What is the 'NBS'?

I searched the NG website and found the following
references:

It would be interesting to know:

a) If the 'experiment' was for metric-only or
dual-units. The response from the NG suggests that
they tried metric-only. Clearly, a failed metric-only
policy does not preclude a dual-units policy. However,
this false conclusion appears to be suggested.

b) Which issues it applied to (thanks for the prompts
on that). The titles might imply that it occured
sometime between 1977 and 1985?

c) What the articles and editorials actually said,
particularly about the 'failure'. Unfortunately, the
articles are not available online. It is also a bit
disappointing that they do not have it as a faq.


The use of a form letter is good news in that it must
be a frequent question. It is bad news in that the NG
appears to be capable of a false conclusion that
resistence to metric-only means resistence to dual-units.
