Dear Bill, I do realize that fractions are legitimate instruments in math.  My 
contention though is that I feel that its use CAN be done away with.  It's unfortunate 
IMHV that this expediency is being used for the definition of some of our base units.  
Again, it goes to discussions on conceptual frameworking, my friend.  I hope you now 
understand better where I'm coming from.  This detail and discussion is just part of a 
larger issue.
