My computer is absolutely not set to US formats of time and date. When I got
the computer, the first thing I did was check; it defaulted to Dutch
notations, which are 24 h time and for the date dd-mm-yyyy;  and then I set
the date format to ISO 8601.

The clock and date down on the right side of the screen are ISO 8601. The
clock says 07:22, not 7:22 when writing this. Putting the mouse pointer over
the clock shows the date in ISO 86021 format. I have also checked the
headers of my e-mails.

Any wrong settings on my computer must be down in its deepest innards.
Anyway, either your or my computer, or both,  has some invisible incorrect
settings which cannot be easily accessed and changed. They may be in DOS
somewhere and then they pop up in e-mail, overriding the Windows settings.
DOS is always there, even though the new Windows  is supposed not be based
on it anymore. And DOS was set to am/pm etc., which was not easy to change.
It was even dangerous to try.

I have not imported system settings from my old computer, which, BTW, I had
also set to ISO 8602 as far as I could see.
