The US Department of Agriculture is a government agency. John's last statement about what Federal agencies are "supposed" to be doing is not correct. They are "supposed" be doing whatever Congress has mandated them to do, whether that is metrication or non-metrication. If their mandate is not to your liking, blame Congress.
