I didn't see anything in the article about demetrication in Mexico.  I was in Mexico the last week of May and I can tell you Mexico is somewhat mixed.
 
Mexico is industrially FFU, but commercially SI.  You will find rope and wire in FFU diameters, sold by the metre.  The inch is the only FFU unit that is used in abundance, but it appears to be only as a Trade name.
 
Such as inch sized drill bits, or inch fasteners.  Whenever you buy something by a specified mass or length, it is always SI, such as kilogram and metre.
 
Steel widths are FFU, but cut to metric lengths, and weighed in kilograms.
 
Paper is US standard.  A4 was once in use, but not any more.
 
The US is doing a very good job in setting up Mexico and other Latin American locations on the FFU model.
