Using quads (symbol q) and milliquads (mq), I would use 333 mq for
one-third, and 667�mq for two-thirds of a right angle. This should give
sufficient precision for most purposes on a building site (one part in a
thousand).

For high order precision, such as in astronomy.  I would use 333�333 �q for
one-third, and 666�667��q for two-thirds of a right angle, giving a
precision of one part in a million.
