A simple explanation of why metric seems harder is that it HAS rules. No one has to learn the "proper" way of abbreviating or using inch, foot, quart, mile, etc. Some usages are common and well understood, but there is no "right" way. So, metric IS harder in this sense, because it does have structure and rules and style requirements that one has to learn. I'm not saying that is bad, merely trying to explain the perception most Americans have.
