Pat, I'm not sure I see a problem in using prefixed units in the denominator of a 
ratio.  kg is invariably used in the denominator in many applications, even though 
you'd probably argue that this would be an "exception" as the kg is a 
"fundamental/base" unit in SI...

My objections to the use of l/100 km (or even l/Mm) are well-known by the group here, 
but they're not based on this "restriction", but rather usefulness to the general 
public.  In other words, if I were to choose which one to publish my vote would 
unflinchingly go to km/l.  But in order to please "Greeks and Trojans" I'd prefer to 
have *both* published.
