There are many good reasons why Ireland and the UK could cooperate and
change on the same date. Unfortunately it looks like the UK government
is also enthusiasm for metric speed signs.

UK government statements used to be 'not until the majority of drivers
have been educated in metric'. This implied 51% criterion might have
allowed it to happen before 2009. But now it appears to be saying 'not
until there is no longer a significant minority for whom the change will
be confusing'. This implies that 51% is not a sufficiently high figure.

Does anyone have any angles on this?
