For as long as I can remember, speedos here have indicated mph on the
outer ring, with km/h (and that's how it's described) on the inner
ring. Unfortunately, the km/h is smaller, and often in a colour that
makes it hard to make quick reading. The only legal requirement is
that they show mph - no mention of including km/h, or what the
relative visibilities should be, so there's no reason why km/h
couldn't be the main indicator. There is no legal requirement for
units on odometers.
