California is still squarely in the SI camp. I believe New York is too.
Funnily enough, a Google search on "NYDOT and SI" leads to my SI Navigator
site as the first hit. As I haven't updated the site in some time, I'm not
going to regard it as authoritative. =[:o)>

"Caltrans and SI," on the other hand, yields their own statement on the
issue (http://www.dot.ca.gov/hq/oppd/metric/metdoc1.htm) and it's
unambiguous.

As for the other SI-compliant state DOTs, perhaps Jim Frysinger has
something more up to date.
