Even if they didn't, do you think it would have ended there?  Someone, somewhere, would have raised a big stink about it sooner or later.  Just threathening to withhold funds for non-compliance is not the issue.  A planned conversion program as was done in the other English speaking countries is. 
 
Can you imagine a business working half in metric and half in FFU?  How long do you think it will be before chaos errupts?  It has to be all or nothing.  It doesn't take a genius to see that.  And it is obvious from the way it was handled, we have no geniuses running this country or its industries.  All we have are liars and thieves.  And now, ALL of us will pay the price for their stupidity.
 
The dominos have begun to fall.  It is only a matter of time before we are all wiped out and whether we are metric or FFU won't matter anymore.
