In my opinion the UK should organize and schedule a small "refreshment" exam for the 
drivers. Something in the lines of a quick test based only on metric road signs. 
In such manner the drivers will not be able to claim that they are "confused".

This refresher could be spread over a one year period in which all drivers should find 
some time to take the test. Then the Government could establish a deadline after which 
the signs will start to be swapped. Of course after this date the drivers which have 
not passed the test would loose their driving privileges.

I think such a measure may not cost too much but instead offer 100%legitimity to the 
change of signs as opposed to some cowardly introduction through the back door which, 
as I said before, unfortunately characterises Anglo-American politics. (see the recent 
move where they waited for Brussels to pick the hot chestnuts for them by making the 
pund illegal for trade).
