Understood, but the difficulty with your suggestion though, Pat, is that it has too 
many digits, unfortunately.  Our current system already works with "decadegrees" for 
that reason.  Besides we would not need that much... "accuracy" for this (1 mq).

Understood.  However, a mq being 10 km would be insufficient now (as opposed to the 
previous issue) for navigational purposes.  Please remember my previous point of the 
inexistence of a power of 4 prefix (or minus 4 actually, in this case).

Ok, true.  Here, however (a minor point perhaps), 3 digits would be more adequate 
(please remember that the "poor of us" would feel more at ease around numbers not 
exceeding 3, *tops*!).
