Dear Don,

Please understand that John's suggestion is addressed at the seemingly inevitable 
situation when off-topic messages pop up.  Being a moderator you know fully well that 
it's just plain impossible for you to avoid these from occurring.  In practice they DO 
show up here and there (and I don't humbly think it should matter who would do it as 
this list is not supposed to be an "inquisition" - is it?...).  Therefore, John was 
simply offering "a way out", or a smart way for these individuals to contribute 
towards making these events the least "painful" possible to the group.  As opposed to 
thinking that this would be seen as "an encouragement" for people to do it, it would 
greatly facilitate its administration.
