My purchaser called three vendors (two PCB and one screen printing) and
asked what their customers provide:

(1) Precision Technology (PCBs) says 95% of their jobs come in with SAE
(English) dimensions and 5% with metric. They convert everything to SAE and
check every dimension including the layout for each part on the board.
(This "conversion" surprises me quite a bit).

(2) Salt Lake Circuits (PCBs) sees 85% SAE and 15% Metric.

(3) Anagraphica (screen printing) said only QSI and Palm use Metric, and
Palm is actually a mix. If graphic artists are doing the work it is SAE; if
engineers then it's Metric. (Palm has a large manufacturing facility here
in SLC.)

(PCB = printed circuit board)
