Configure for the U.S. International keyboard (Regional Settings), then type
,c for c-cedilla, 'a for �, `a for �, ^a for �, "a for �, ~n for �, ~o for
�, and so on. Remember that, for "o (for example), you need to type ",
space, o.

Also remember to select Western European (ISO) as your encoding.
