That is a bad idea. It would only annoy, distract or confuse. In Canada every speed limit sign in the country was changed to km/h over the Labour Day week end of 1977 by the simple expedient of slapping a decal over the MPH signs. Permanent km/h signs were installed over the next few years. Distance signs were changed over 1977 and 1978.
