I surmised it from the contents of this quote from one of the articles
posted about the Austrian woman:


"However we have to enforce the law. If we make an exception in this case it
would set a precedent and we would have pubs up and down the country

I figured it would be a domino effect.  A few pubs doing it, then eventually
all.
