2002-10-30 I'm sure they do. Most 3-rd world countries will use what ever units their customers or suppliers are using. Since the Philippines is dependant on US products, they have no choice but to deal with FFU in certain instances.
I doubt there is 1 country that is 100 % metric and all use FFU to some degree.
