All EU cars must have km/h on the speedo. All UK and Irish cars must be dual unit. Irish regulations will certainly be changed to drop the mph requirement, but only after the road signs have all been converted. It would be a breach of single market rules if any km/h member state applied restrictions on the import of Irish or UK cars purely on the basis that the speedo is dual unit.
