Actually, Mike, this is unfortunately quite common a practice around here in Alberta, too. I keep hearing things like 3.8, 7.9, and the likes EVERY DAY in the news!... Sigh... What can I say?...
But you're absolutely right. Nowhere else in the metric world do we even hear anything but in 1-degree increments.
