Why doesn't it? This is how it is done in move of the world and is called
fuel consumption.

km per liter makes sense for the majority of us who fill our tanks completely each time we go to the gas station, and want to know how far we will get.
So it all depends on what question you are asking. Maybe gas is so expensive in most places that people can't afford to fill up!
