The failure of metric system is imbedded in the continued use of 'a billion miles' or similarity with conversions ONLY and *no rationalisation*. Dual representation is required for initial understanding, for say 5 or 10 years on introduction but then OLD measure should be discarded - which is NEVER done!

The Executive Director of Metric Commission Canada used to say "Don't duel with dual". Weather reports in Canada went metric in 1975. For two months, April and May, if I remember correctly, weather reports were in Fahrenheit and Celsius. After that date only Celsius was used. All speed limit signs in Canada were changed from MPH to km/h over the Labour Day week end of 1977.
