I'm not certain who defined them but 293.15 K [20 deg C],is the
reference temperature for dimensional measurements - gauge blocks, etc,
and  298.15 K [25 deg C] is the reference temperature for standard
resistors and other electrical standards.

I thikk this has been true since at least 1948 and may go back to the
1930's or earlier.
