Does a bad economy help or hinder our cause?

It seemed during the mid/late '90s when things were going real well, no metric activity was taking place.  Activity that had begun during the recession of the late 80s and early 90s was pushed back during the good times.

If we look back to the 70s when metrication was suppose to start the times were bad.  When times got better metrication was cancelled.  So, if the bad times continue, can we expect a renewed push to metricate?
