The earliest that the moderator of "news.announce.newgroups" will accept an
RFD for one is six months after the RESULT message for the last vote was
posted.  I'd have to look it up on Google to find the exact date.

However, if we do nothing to campaign between now and then, the vote will
simply lose again.  We should start now, going out and recruiting people
to join this list, then urge them to vote for the group when it is up for
a vote again.

The only time that we are NOT supposed to campaign is during the voting
period, between the first posting of the CFV (Call for Votes) and the
RESULT posting.  It's perfectly legitimate to campaign both before and
during the RFD (request for discussion) period.
