Suits, so far, seem to have been limited to companies in one country suing
government organizations in another. I'm not sure that Chapter 11 of NAFTA
permits intra-country suits.

The two best-known cases are of a Canadian company suing the State of
California to prevent the removal of a toxic gasoline additive (made by the
Canadian company), and the suing of a Mexican Town, by an American company,
for trying to close down a toxic waste dump that is affecting the residents'
health.

I cannot imagine a company in another NAFTA country suing a US company for
using SI.
