I think what actually happened is that when the picture was taken, the police had him standing off-center in front of the measurement background. He was more toward the inch side. The newspapers cropped the photo to center him in the picture, which is perfectly normal for them to do -- with the result that the metric markings fell outside the cropping. I don't think it was intentional (this time, anyway).
