There are no collective laws on sizing at the European level. Such laws are
those of individual countries and they are incompatible with each other.
Following the Cassis de Dijon court ruling (about a clash of incompatible
laws), the current laws are doomed in their present form.

The EU investigated the single market aspects of the problem and appears to
be generally opposed to the concept of mandatory sizes. Unit pricing is
mandatory for large stores and that seems to be regarded as the effective
way to enhance visibility of value (on a personal level, I compare unit
prices frequently). It is quite possible that most of the mandatory size
laws will be eliminated. Some have already been abolished. See my previous
postings on this subject.

As for concealed price increases, these are always possible in the short
term, but a properly functioning market will not allow prices to remain
artificially elevated for long.
