A book review by the author of the book appears in the May 2003
issue of Bulletin of the American Meteorological Society page 660:
The Rough Guide to Weather (Penguin 2002). I quote "Most
American weather books have stuck to English units of measurement,
but the United States is virtually the only country still using
this system. Since Rough Guides are distributed throughout the
English-speaking world, it was imperative to include metric units.
In fact, the British editors needed some convincing that English
units should be included at all! After some debate, we settled
on including conversions for every mention of temperature, wind
speed, and the like, with metric units followed by English."
