In the Netherlands and Belgium these folding measuring rods or carpenters'
rulers are called duimstok, which would translate to 'inch stick'. It is
possible to get them
with metric/ifp graduations but also metric only. I have a metric only 'inch
stick'.
Meter sticks are very often used at schools to measure on the blackboard.
