Not sure about that.  Takeoff direction is usually determined by wind direction, which varies, especially when there's a storm.  A flight Washington National-Chicago O'Hare, taking off to the north, does a lot less maneuvering than a flight taking off to the south.
 
It may simply be the number of nautical miles from origin airport center to destination airport center.
