That is true only for some items which are not regulated by the FPLA!

No.  Congress is a higher authority under the US Constitution than the
NCWM (a semi-private organization) which writes and revises the UPLR at
its annual meeting every July.

metric-only labeling on all items.  An amended FPLA would still be
