Mike,

Go to the weather channel www.weather.com and download their Desktop
Weather program.  It can be set to C, along with the weather channel's
Local Weather Page. 

There's also Weather Bug (www.weatherbug.com) but I generally avoid that
since I heard its spyware.  Also there's no way to disable the constant
weather alerts, without disabling the program.

"thermometer" from www.accuweather.com to degrees Celsius without
success (see their response below).  What are other download options
available that will display temperature and weather forecasts in SI
units by default for my USA town/region?
