Mike, Go to the weather channel www.weather.com and download their Desktop Weather program. It can be set to C, along with the weather channel's Local Weather Page.
There's also Weather Bug (www.weatherbug.com) but I generally avoid that since I heard its spyware. Also there's no way to disable the constant weather alerts, without disabling the program.
