The State of Massachusetts has a service that converts PDF files to HTML, as long as you know the URL of the document.   Go to http://www.state.ma.us/pdf.htm. There's one form field on the page into which to enter the URL.   Now, if Han can provide the URL (which would have been the better thing to do in the first place, rather than sending an attachment), you're in business.   I just tried it, by the way, on a PDF document I have online.
