Wind Chill Temperature is not a unit but an index to which non-scientists or regular people can relate.  They relate to temperature whether it be SI or some other system of units.
 
People understand how they feel relative to temperature because they feel it every day - summer and winter.  In summer it's called heat index.  Both were designed to relate to mostly to evaporation and cooling rates.

Are Wind chill temperatures ever used in metric countries?  I thought the proper way to measure heat loss was to use units of watts per square metre.
