Pat Naughtin in USMA 28469:discussed approaches to metrication. Reports from the Australian Metrication Board indicated that industries, such as tailorimg, had difficulty because the workers found centimetres sufficiently close to inches that they were tempted to try mental conversions to inches. Millimetres were so different from inches that the workers did not attempt to mentally convert back to inches.

Metric drawing have a note that states "All dimensions in millimetres", and then all dimensions on the drawinrg are in numbers only.
