That would drastically change the universally used second defined in SI. such a change would amount to throwing our all of SI and starting over again. And nothing of any particular importance would be gained*. Therefore, this is a proposal that I cannot agree to and do not think is worthy of further consideration.

*Any improvements to the way we measure time during the day can be done more easily and with no radical changes in all the other units of SI by simply using the second and the kilosecond (and omitting the minute and the hour entirely).
