Is the use of "T" between the date and mandantory? I've often simply seen a 
blank space used. I've been simply using a blank space. It that OK?

Also in international communications, UT or suffix such as -08:00 should be 
used to indicate the time zone. "-08:00" would indicate the Pacific Coast time 
zone since it lags UT by 8 hours, except duing Daylight Saving Time when it is 
only 7 hours behind Universal Time.
